During the 30-day public information period, any individual, group, organization, or municipality may submit a request to the Minister of the Environment asking that a project undergo a public review by the Bureau d'audiences publiques sur l'environnement (BAPE).
Only one admissible request is required for the Minister to consider assigning the BAPE a mandate, which may take the form of a public hearing, targeted consultation, or mediation.
A request must identify the project, explain the reasons for seeking a public review, and describe the applicant's interest in the affected community or environment. For example, concerns about environmental, social, or economic impacts, or a personal connection to the area affected by the project, may form the basis of a request.
Requests must be submitted by letter or email to the Minister no later than the final day of the public information period and must include the applicant's full contact information, including a telephone number and email address.
Once the public information period ends, admissible requests are reviewed. Within 20 days, the Minister may ask the BAPE to recommend the most appropriate type of mandate. The reasons provided by applicants and their connection to the affected area help determine the review process and assist the inquiry commission in understanding the issues raised by the project.
